State bill offers twist to expand car sharing San Francisco Chronicle

Car-sharing has taken root in the urban cores of the Bay Area and a handful of other American metropolises, but advocates and entrepreneurs say it could branch out to driveways and garages everywhere if proposed state legislation becomes law.
A bill crafted by Assemblyman Dave Jones, D-Sacramento, would amend state car insurance laws to allow personal vehicles to be used in car-sharing programs. Currently, auto insurers prohibit individual policyholders from renting out their personal vehicles.
"You run the risk of losing your personal auto insurance," said Jones at a press conference in a San Francisco parking lot Wednesday. "This is an important piece of legislation to remove an obstacle toward expanding car sharing."
Jones appeared with Rick Hutchison, chief executive officer of City CarShare, a Bay Area nonprofit car-sharing organization, and Sunil Paul, chief executive officer of Spride, a San Francisco car-sharing startup.
Car-sharing services give members round-the-clock access to a fleet of cars for short-term trips, charging hourly or daily rates and sometimes a per-mile fee. Gasoline, insurance and maintenance are included. Members book the cars online or over the phone, pick them up at locations scattered across their cities, and return them when they're done. So far, however, car-sharing has been largely confined to densely populated urban neighborhoods where there's enough demand to locate cars.
